Southern Claims Commission Records include infor-mation for researching a Southern Claims Commission claim and provides an overview of Southern Claims Commission resources in St. Louis County Library's Special Collections Department.
Between March 3, 1871 and March 3, 1873, Southerners filed 22,298 claims before the Southern Claims Commission based on the fact they were loyal to the Union during the Civil War and had quartermaster stores or supplies taken by or furnished to the Union Army during the rebellion. Southern Loyalists made 22,298 claims for property losses totaling $60,258,-150.44. However, only 7,092 claims [32%] were ap-proved for settlements totaling $4,636,920.69. Each claimant sought to prove loyalty and loss through the testimony of others. The paper trail created by the claimants and the people who came forward to testify, for or against a claimant, provide a wealth of informa-tion about individuals living in the South during the Civil War.

William Goin was born about 1750, place and parents unknown. Carol Ledford, family researcher, states that William Goin was closely associated with Thomas Goin, her ancestor, and suggested that they served together in the Revolutionary War in a North Carolina militia company. “Melungeons: Examining an Appalachian Legend” confirms that William Goin served in 1781 in a militia under the command of Capt. Bynum of Brunswick County. William Goin may have been the brother of Thomas Goin.
Apparently his first wife died, and he was remarried to Mrs. Elizabeth Dameron.
William Goin wrote his will in Claiborne County September 17, 1828. He bequeathed 260 acres of cleared land and woods along with 18 slaves to his heirs. The land that he bequeathed to his sons later was owned by members of a Walker family. The will was published in 1979 by the "Claiborne Progress" of Tazewell, Tennessee:
"The land described in this will has been owned by the Ott Walker family of lower Straight Creek for 125 years. Many of the Goin slaves mentioned in this old will are buried on the Ott Walker farm, a short distance from the house. The Walker men of six generations have always maintained this plot of ground. Donated by Ott and Mae Walker, August 11, 1979. Copied by their daughter, Imogene Walker Love."
The will of William Goin:
"I, William Goin, in the County of Claiborne, being in the State of Tennessee, being in good health and in my perfect mind and memory, but advanced in life, do make and publish this my last will and testament, hereby revoking all other and former wills by me made.
First: It is my will and desire that all the just debts I may owe shall be the first paid out of my estate by my executor.
Secondly: I give and bequeath to my loving wife Elizabeth the mare she usually rides called Lili, two sows and pigs to be a good quality, two cows and calves to be set apart to her by my executor, and it is my wish and desire that my wife enjoy the plantation or cleared land where I now live and have sufficient timber for firewood and timber to keep up the farm and grainnery and said plantation as long as she may live, and remain my widow, but no longer. And it is my will that she also have the negro woman, and all the property left her by her former husband Christopher Dameron.
Thirdly: I give and bequeath to my two sons, Levi and Pleasant Goin the tract of land where I now live containing two hundred and sixty acres conveyed to me by three separate deeds. I also give to my two sons a part of the tract of land I purchased from Adam Peck to be bordered by Big Spring Branch to the head of the same to include 1/2 of the branch and spring then to run eastwardly to the line of the tract of two hundred and sixty acres, above given. Then run with the lines of the Peck tract until it strikes the said tract. I also give to my son Pleasant Goin a negro woman named Nell and her three children named David, Casamay and Louisa Jane and their increase forever, one set of blacksmith tools and a sorrel horse colt, one year old last June, also one ax and hoe, one handsaw and one mattock.
Fourthly: I give and bequeath to my son, William Goin one negro man named George, one negro woman named Eliza, one negro boy named Jim and one part of the residue of the land I purchased from Adam Peck, also plow, hoe and a pair of iron chains and one cow. Fifthly: I give and bequeath to my daughter Sophia Dameron one negro woman named Delia and her two children Sue and Nell and her increase and also one third part of the tract of land purchased of Peck and not given to my two sons, Pleasant and Levi, the chestnut sorrel mare who now has in her possession.
Sixthly: I give and bequeath to my daughter Elizabeth Murphy one negro named Philip, a negro girl named Linda, a negro named Anderson, one feather bed, furniture, the other third part of the tract of land purchased from Peck.
Seventhly: I give and bequeath to my son Levi Goin, one negro man named Abraham, a negro girl named Nance, a negro girl named Tilda, one wagon and gears, a feather fed, and furniture, a horse bridle and saddle, one bay horse colt, one year old last June, two cows and calves, all the stock of hogs not given to my wife, two ewes and lambs, all the household and kitchen furniture not before given to any of my children and the balance of my farming tools not previously given.
Eighthly: It is my will and desire that my executors use the lawful means to emancipate and forever set free my negro woman Nance after the date and before my death that such child or children be equally divided among all my children, but in making such division the child or children not be sold out of my family.
Ninthly: It is my will and desire that all the money or other debts that shall be owing to me be collected and be divided among all my children.
Lastly: I appoint my two sons Levi and William executors to this my last will and testament in testimony whereof thereunto set my hand and seal this 17th day September, 1828.

Diane Thurman wrote January 29, 1996:
"In 1837 there was an interesting court case in Claibourne County, "Murphy vs Goin." The Levi Goin in the case could have been Levi Goin, the 59-year-old son of Thomas Goin or it could have been Levi Goin, Jr, the 27-year-old son of "Old" Uriah Goin. I tend to believe that it involves the 42-year-old son of William Goin who wrote his will in 1828."
The case was appealed to the higher court and was reviewed at the July 1839 session of the State Supreme Court, Eastern Di-vision at Knoxville. On February 5, 1834, Levi Goin hired a negro boy out to Pleasant Murphy for the period of 12 months from that date, by article of agreement under seal, Murphey bound himself to pay Goin $15 for the hire, clothe the boy during the time and to return him at the expiration of the hir-ing.
On February 7, 1835 in the town of Tazewell in the County of Claiborne, Murphey pointed to the negro, he being in the pos-session of no one at that time, and said to Goin, there is your slave, go and take him. Goin went to him and took him by the arm. About that same time, C. G. Bullard, sheriff of Claiborne County, having in his hands an execution against Murphey, took the negro by the other arm. A scuffle ensued, and Bul-lard succeeded in taking the Negro. He advertised him for sale, as the property of Murphey, under the execution. Goin claimed the property, and on the day of the sale, Goin forbade the sale, claiming the property. The sheriff however, being indemnified, sold the boy for the sum of $350.
On October 6, 1836, Goin instituted an action of covenant in the circuit court of Claiborne County, against Murphey on the agreement. The facts were submitted to a jury at the Septem-ber term, 1837 with the result that a verdict was rendered for the plaintiff for the sum of $414.37½. A motion for a new trial was denied, and Murphey took his case to the higher court which reversed the original judgment."

I also give to my two sons a part of the tract of land I purchased from Adam Peck to be bordered by Big Spring Branch to the head of the same to include 1/2 of the branch and spring then to run eastwardly to the line of the tract of two hundred and sixty acres, above given. "Kendrick Gowun" was married November 30, 1867 to Mary Ann Bush, according to Coffee County Marriage Book 2, page 103.
Kindrick Gowen, Virginian, was listed in the 1870 census of Cannon County, Household No. 32-32, Civil District 12, post office, Woodbury, Tennessee on August 5, 1870 as:
"Gowen, Kindrick 60, farmer, born in VA, illiterate
Mary 21, born in TN, illiterate
Binks, Kiscuh[?] 23, born in TN, illiterate
Martha E. 1, born in TN"
His household reappeared in the 1880 census of Cannon County living in Enumeration District 20, page 9, Civil District 2, "living in the poor house." It is possibly that this individual is Kendrew Gowen of adjoining Rutherford County. The family was enumerated as:
"Gowan, Kindrick 66, born in VA, stonemason, afflict-
ed with "palsey", father born in
TN, mother born in England
Polley 27, born in TN, father born in
TN, mother born in TN, wife,
Josephus 1, son, born in TN, father born
in TN, mother born in TN"
Although the ages do not match, it is believed that this is the same husband and wife as listed in the 1870 census. Polly was frequently used as a synonym for Mary in that period. Kiscuh Binks is possibly a widowed daughter of Kindrick Gowen who was living with him in 1870. Of Kendrick Gowen and Mary Ann Bush Gowen nothing more is known.
