History with SPCAA: The idea of community action was conceived by the Economic Opportunity Act in 1964. The program was launched as a "War on Poverty" concept. The objectives were not to "Do" for people but to make them aware of how to do for themselves and to give aid whenever necessary. This concept caught on in Hockley County in 1965 when a group of concerned citizens met to discuss the possibilities of forming some type of group.
