Requirements for Eligibility and Financial Guidelines: That the household be experiencing an energy-related crisis and have a gross annual income less than 125% of the current poverty income guidelines.

Intake Procedure: Applications are taken at each Multi-Service Center. The center workers will do home visits for shut-ins.

History with SPCAA: In FFY '94 TDHCA introduced a new program that replaced the pilot project & Utility Assistance Program (UAP). The goal of this program is fourfold: 1) to assist a household in developing goals for self-sufficiency through case management & a co-payment utility plan; 2) to provide relief to those low-income elderly & handicapped households most vulnerable to the high cost of energy for home heating & cooling; 3) to provide one-time assistance in an energy related crisis; & 4) to address inefficient home heating & cooling appliances through a retrofit, repair & replacement program.

Program Profile:

Co-Payment Component - Client's energy costs will be compared to the average household costs for that particular vendor. If the client has a consumption higher than that of the average household in the vendor's service area, this client may be targeted for energy conservation education and services, budgeting and referral on an as needed basis under case management.

Elderly Assistance Component - Elderly clients may receive up to 100% of their bills within the contract year, including arrears, as long as the cost does not exceed the maximum allowable benefit and no more than two payments per season are made. Payments will be limited to the highest consumption month. As measures of self-sufficiency for the elderly the agency will also make referral to available resources of medical and or nutritional programs.

Heating/Cooling Component - Replacement and Retrofit of Heating/Cooling Systems. CEAP clients are eligible for replacement and or retrofit of heating and cooling systems, when an energy audit has determined that the retrofit will be cost effective and reduce consumption.
